When one notices the quality of Hotline I doubt that he is new to application development. *I doubt it's a law. It is more probable that it is a recommended programming guideline that Apple states in the Apple developer documents when outlining how one should or should not design an Apple application. These would include such things as not fiddling with the default menu items such as "File", "Edit", and so on.
